1993 Chevy Beretta Ignition

When I put the key in the Ignition and try to turn it the Ignition or the key will not move and the steering wheel is locked? What do I have to do to replace it and how? Or is there a way to unlock it without having to replace it?

In the owners manual it should have the procedures is to how to override it. There's a problem within the shift interlock system
