Power steering and brakes

My sister in law was towing a trailer with her 99chevy astro and now the power brakes and steering are not working what could this be?

the power steering pump is not pumping fluid, or the fluid could be really low. do you hear a groaning/whining noise when turning the wheel? if so check the fluid. if not replace the pump. you have a hydro boost system which uses the power steering fluid for the power brakes.
