2002 Chevy Astro

I have noticed in the past when trying to start the Astro that it would have difficulty starting. It would stutter, or seem to "struggle" to get going. This would only happen after a good rain the night before, or after sitting in the rain at some point during the day. Now some year or so later after trying to start the Astro, it will not start at all but it did not rain the night before I tried to start it so I am uncertain now whether one had anything to do with the other. (It was also noticeable that after or during a rain the Astro, while driving, would stutter as well). Do you think you could help me out with this problem, we are at home fixers and do not want to have it towed if it is something we can fix here? Thank you.
