2002 Astro Van air condition Issue

My 2002 Astro van's air conditioner is blower cold air but nothing is coming out of the vents. Also, the control switch will only shut it on or off but won't change from Ac to vent to floor, etc... I can feel cold air out of the passengers floor vent and a little from the drivers side vent.

I wonder if the it is the switch or the shudder itself is stuck.
