turn signal flasher unit location

Bought it very used, apparently wiring harness was burned up, driving in rain with salt on road shorted out wires which ran starter while driving on interstate and trashed alternator and starter. When they were fixed, turn signals and emergency flashers were not working, but brake lights are. It appears brake lights and signals are on the same fuse, and no fuses look blown, so I don't think a fuse is the problem. In the owner's manual, there is no reference to a flasher unit for signals and emergency lights, but I assume there must be one. Its not in either the under-hood fuse/relay center, nor the interior fuse panel at the driver's feet. Is there a flasher unit, and if so, where, or is there likely another cause?

This is called a turn signal flasher module and it is in the driver foot well.
