1993 Chevy Astro fail E-check

I bought a clunker which I slowly fixed. I replaced the timing chain, fuel pump, injector and a sensor that a mechanic friend told me was the problem. It still failded the E-check. HC and CO where to high. every tells me that o2 sensor could be causing this problem. Also the check engine light comes on. Are they both related.

They are very probably both related ... have the vehicle scanned to fin out the faults .. and repair .. this may be the cause of emmisions failure
