1987 Chevy Astro why are tune ups so expensive?

1987 Chevy Astro 6 cyl Automatic 104823 miles

one shop wants $500. parts & labor, the other $400. This is for plugs, wires, ignition cable set and ignition rotor. $269 labor and 108.parts.

It depends on what the shop charges, by the hour, for labor. All shops don't charge the same. If you or friend can do the work, you only pay for parts.
