1987 Chevy Astro Steering column tilt wheel

I took the steering wheel off and broke the tilt wheel pivot pin and i need help trying to get it off

the column has to come apart on top. you may need some special tools to repair it. hopefully what i sedn will come through. it is supposed to scroll. If it doesnt' you'll have to get the manual on the site here for $10 for 3 days then print it out.
