Check Engine Light and failed emissions test

My van has been trouble. I had it repaired twice over the summer. New MAF sensor, some new O2 sensors, a new carburator... lots of expensive work. My check engine light is still on. (As an aside I will never return to the mechanic I used this summer.) I decided to try and do some work myself. I cleaned the throttle body and that seemed to help. From what I could tell all hoses seemed fine too. Do you have any suggestions? I am a rookie at best here.

I don't know what you really replaced but that car doesn't have a carburetor.

What is the code number being stored in the computer from the check engine light?

My mistake, I meant catalytic converter. The codes that come up are: P0102, P0171, and P0174.

See if the intake snorkel has any cracks or leaks of any kind. Maybe a hose left off.
