I assume you are referring to the idler pulley due to having to take the timing belt off? If so, you may have to heat the bolt in order to get it to expand and this will break loose some of the rust that is most likely holding it in place. If soaking it did not work then heat will most likely be the best way.
Clearly this comes with some needed precautions. Do not do it if there are things around it or in contact with it that can cause issues. You will be heating the head of the bolt so this will require so significant heat so that it travels down the bolt and heats the threads. Keep a fire extinguisher right next to you. This sounds like common sense but some people just know where one is and when something catches, they panic and forget where it is. Also, a wet rag should be close as well. Extinguishers make a mess and are not needed sometimes when a wet rag would smother a small event.
If you have not done this, I would suggest practicing on an old part so you know what to expect. This should be a last resort but it sounds like that is where you are.
If this does not work, the only other options are larger breaker bars for more leverage (if possible) or cutting/drilling it out.
