Acts like it is locked up after replacing change coil packs and plugs

I changed all eight coil packs and plug sand now my SUV acts like it is locked up.

First of all, why did you change them all. Second, what do you mean acts like it is locked up? Does the starter even crank the engine over? What happens if you unplug all the spark plug wires just for now, doe it free up?

I am way out in the Country and did not have A BD1 tester so I just changed all coil packs while I was doing it. I would have to pull all coil packs to try and turn it over with plug wires unhooked because I just have boots onto my coil packs.

You still did not say why you changed them all in the first place. What was the engine doing wrong before you started this job?
It is called an OBDII tester.
I assume this has coil on plug then. If so, just unhook the small wire harness plugs to each of them. Did you get a few mixed up?
What do you mean acts like it is locked up? Does the starter even crank the engine over?
If they are mixed up or to double check this diagram should help determine which color wires go to which coil.

The starter does not even turn the engine over since last night changing just the coil packs and plugs.

The coil plug wires cannot reach but the coil it is intended for. I did have to raise The fuel rail on drivers side of engine.

Forget the coils then if the starter is not working.
Did you perhaps leave the ignition key on when doing all this work and just drain down the battery?

No I didn't leave the ignition on The Battery is fully charged Almost Brand New Battery. The Starter is Engaging it just isn't turning The Motor Over. A Guy said it is Fuel Locked what He said but didn't unhook The Fuel Rails just had to move the One on Drivers Side A Little to get back 2 Coil Packs and Plugs out.

Crack all the spark plugs loose and if it was fuel locked that would free the engine up. Remove the fuse/s for the coils though, so the engine doesn't start cause I just want to know if the starter can crank over the engine or not.

The Coils will be completely off because They have to come of completely to get to the plugs. I just had spinal surgery so I cannot stay on it about ten minutes at a time.
