Car will not start

When I hit the brake and start button the dash goes black and nothing works. I have to do this like 3-6 times before it actually starts. I feel It may be the starter but not entirely sure.

I repaired one last year for this issue. I replaced the starter, but I found that the battery cable going to the starter was contacting the side of the engine block and was chafed and the insulation was charred a little. Bad battery terminal contact can also cause this issue, but for safety sake I would inspect the connections at the starter first. I've attached an illustrated picture of the cable at the starter.
