Will not accelerate past 10 RPMs?

No power issues. Cars will reach 10 RPMs then there is no acceleration beyond that. After 3 attempts of turning the car off and on it will go but no more than 30 seconds or 10 RPMs. Makes no noises. No warning indicator lights.

It sounds like the catalytic converter is clogged but to be sure this guide can help confirm the issue.
