Car will not charge when plugged in?

The information we have access to only covers US vehicles but in models here that have plug in hybrid systems if the power cord is released using something other than the normal process it needs to go to a dealership to have the system reset to ensure there is no damage to the hybrid system or the charging socket. This is because they have to use a scan tool to verify system operation and clear and lockouts in the system when the emergency release is used. I found the attached in the owner's manual and that fits with what the US plug in hybrids are like.
