Car turns over but won't start

The starter will turn over just fine. I've tried a few things and am now stumped. When I spray starting fluid in the air cleaner it will burn that like the engine is starting until it all burns up then it will die so I think it's a fuel problem. I hear the fuel pump working when I turn the key. I replaced the fuel filter but I don't think that was the problem (I could blow air thru the old filter without much resistance). Please help, Thanks.
