Car starts but not revving

My car starts but not revving. I put it on the diagnostic machine its showing throttle positioning sensor signal low. But when I test the signal for TPS it is just fine. Now the question is, what will be the problem again?

This happens when the throttle bore gets dirty. Here is a guide to help you clean it. Please disconnect the battery before you begin.

Still doing the same. Sometimes it can rev up to 2000 rpm then start dropping by itself.
