Car sounds rough, idling issues, issue shifting gears

Car sounds rough. Having idling issues,when starting the car idling at 2,500 RPMs when it warms up for a few minutes RPMs drop to 1,000. when turn on the heating/AC the RPMs drop lower and sounds like the car wants to stall. It's also having issue changing gears when going up hills. The transmission fluid was change about 8 months ago. not sure if its a related to 1 problem or multiple problems. I did a obd2 scan the only thing that comes up is 83-11 ECM/ISU failure.

I don't think these are related to the code but I attached info for the code below.

However, this issue sounds like a possible vacuum leak. Here is a guide that will help with this:

The shifting may be a separate issue so we need to tackle the engine running poor issue first and then we can go after the shifting issue if that is not solved as well.
