Car is not starting when i try to start the lights become dim, but battery is full and all of the lights are working, but the horn does not work.

Based on your description, the battery has failed. Although it is charged, it can't handle the load that is placed on it. What I recommend confirming this theory is to charge it and take it to a parts store to have it load tested. Most parts stores will do this free of charge.
You could try this simple load test at home as well.
