Car not starting

I have the vehicle listed above TDI 101 hp, that has big problems starting. one day I drove on low fuel not too much maybe twenty miles.after that fuel pump sometimes nosier sometimes quiet. One day car fails to start completely. Mechanic changes fuel pump relay. After that car sometimes start in a second end sometimes in two to three minutes. Fuel and fuel pump filters clean. Battery perfect.

The fact that the pump is noisy and other times not is telling me the fuel pump is going out. Here is a guide to help you see what you are in for less the dropping of the tank because you do not need to to replace the pump.
