Car just stopped

Last winter when the weather got bad it ruined my car's battery. When I got it charged again something was off about it.

Fast forward to me going to work my car's engine stopped completely in the parking lot. It wouldn't turn over, just made a revving sound when turning the key. The steering wheel has also grown super stiff during that. I'm at wits end here.

The revving sound, does it happen every time you try to start it? Can you tell if it is coming from the starter motor?

I hate to ask this, but could you record the sound from you hear and upload it for me to hear? If it sounds like a grinding sound, the starter itself may be bad. However, if the starter is engaging and spinning fast, there could be something with engine timing. I will be able to tell by the sound.

Let me know if you can do that. If not, we will have to remove the starter, inspect it and have it bench tested.
