Engine keeps shutting off

My car will not start in the morning except when my foot is on the throttle cable and once, I remove my foot it shuts off and when I put it in gear it will shut off. When I power A/C it will shut off, but when l disconnect the actuator, it will start normal and when l plug back the actuator it will shut off.

It sounds like you have a vacuum leak or a ISC unit that is bad, also we should run the codes to see what comes up here are guides to hep you with the problem, please do the vacuum leak test when the engine is cold. I have included a diagram below for the location of the ISC.
