Car horn not working properly

Hi,

This sounds like a clock spring to me. I attached some detail about this to try and explain it a little better.

More than likely when you turn it is making contact and the horn contacts are stuck so when they make contact it sends the signal to the horn. I included the process on how to replace it if you agree that this is your issue.
