Car cranks but does not start

The car wont start, it will crank but doesn't start. We have changed the spark plugs and the fuel pump but it still doesn't start. When the key is turned to on it makes these clicking noises that go away and also a wiring noise that doesn't go away until you turn it off.

Hello,

This could be a problem with your vehicle's battery. A battery that is on the verge of going bad will usually get finished off when the weather changes, either from cold to hot or hot to cold. Can you guys take a voltage reading across the terminals for me with a multi-meter. I have included a link below for you if you are unfamiliar with how to use a multi-meter.
