A car technician wants to make the fan that should come up when A/C is on to work as soon as I start the car engine. Is that okay to do?

why would he want to do that if car is overheating fix the problem . pressure check cooling system for a head gasket leak and radiator for cold spots when hot. if any the radiator is bad. do not jerry rig anything.
