car bogs as soon as turbo starts spooling

Ok i have a 97 talon tsi turbo fwd it idles great. but when you are driving its awful as soon as hits 2500 rpms it starts sputtering and won't gain any boost i have to shift at 2300rpm every gear to prevent sputtering i am just lost on this one please help me

scan for codes and check fuelpressure first

Ok i know how to scan codes but how do i test fuel pressure? And thanks for response
