capless fuel inner flap filler neck will not open?

Hi, I went to put fuel in car today (Diesel) and the plate that usually moves out of the way when you insert the pump is stuck and won't budge. tried with the plastic insert for filling with a fuel container and still won't budge?

Sometimes the push valve can stick, and you need to jar it loose but if that doesn't work you will need to replace the filler neck here is how in the images below. Check out the images (below). Please let us know what happens.
