We can't find anywhere that shows where our fuses are for the cruise control. help would be greatly appreciated.

Diagrams attached showing the entire cruise control system. there are many inputs that can cause the system to deactivate or not work at all. Please let us know if you have any questions as you go through your diagnostics.

The light to tell me it's ready to set works but when I go to set it that's where it doesn't activate.

Do you have any active faults coming up if you scan the vehicle? You may need more than a generic OBD scanner to get chevy specific faults?
Check the obvious ones out first, brake pedal switch, clutch pedal switch.

To give some context my husband was making a hole in the dash for wires and when his drill went through, he pushed too hard thinking it was thicker and went through some wiring. I will attach a picture.

Ouch... you'll want to get that wiring repaired or maybe even get that harness replaced.
Check over all the fuses and make sure nothing else is having issues. It may just be causing an open circuit, preventing signals from the steering wheel 'set/resume' buttons.
