Cannot fill fuel tank when the engine is running

I cannot add fuel while the engine is running I have to shut the engine off to add the fuel.

Do you mean the nozzle keeps kicking off when trying to fuel?

Yes, but if I shut the engine off the handle does not kick off and the tank fills up fine. This has really got me puzzled.

The only thing that controls that is the vent valve in the evap system. it is under the truck on top of the frame rail. you need to remove the spare tire to get easier access.
