Car has been sitting for a few years. Needed to move and it will not move in neutral. Cannot start because of long time sitting.

Good morning.
It sounds like the hand brake may not be releasing from the long sit.
If it was set when put in storage, then you may need to hit the inside of the wheel with a hammer to get the shoes to release.
Try this first before removing the rear wheels to inspect.
