I believe the clicking noise is due to an actuator. I located an actuator behind the glove box and unplugged it, but it still makes a clicking noise. I am trying to locate the other actuators. So, I assume the clicking noise is not coming from that actuator that I unplugged, so I plugged it back in.

The A/C and heat seem to be working fine, I just can't locate the clicking noise?

If you unplugged the electric actuator (red circle) on the case and still hear ticking it isn't an actuator. That vehicle only has one electronic actuator, the rest are vacuum controlled and won't click like a bad electric one will. When do you hear the clicking noise? If you turn each control up and down, can you change the clicking? How about the fan speed? Could you maybe make a video with the sound in it that we could hear? Noises can be hard to track but one way that can help is to use a section of hose or tubing. Hold one end tight to an ear so you block most sound out then move the other end around while listening for the click to get louder as you get closer to it. There is a solenoid block (green circle) that controls the vacuum units but that normally fails by one function is just not working.
