booster and master cylinder swap

Not sure I understand the question.
So, you want to know if the brake booster and master cylinder interchangeable between 1999 and what other year accord?
If it is the same year, as long as they both have ABS brakes, it will be interchangeable. Also, if they both have four-cylinder engines.
If it is from different years, it will depend. Let me know a few more details and I will take a look at the fitments.
