2004 Cadillac Escalade shorting

i was replacing a Fuse for the Ciggerate lighter but soon as i replace the fuse it continue to short out.. I was trying to get my vehicle inspection sticker and the guy said it was the ODM?

Check your lighter receptacles, particularly the front for debris(coins, gum wrappers, etc...). Most often there is something in it, since it sits vertical. Don't know what is meant by ODM.
