1996 Cadillac El Dorado Wiper problem

Can youhelp, pass. side wiper blade was stuck from ice as I turned on wipers, now drivers side works, but pass side does not, as I watch it the shaft under blade turns, now is there a safety sheer pin or what do you thing the problem, like I say I can feel the shaft turning right at the base of the body under the hood where the main wiper arm fits on. with wipers in park possition, pop the top off the wiper and tighten the 13mm nut, if this doesnt work you will need to relace the wiper transmittion and the wiper arm for that side
