1999 Cadillac Deville water pump

1 have a problem 99 deville need to if water pump is going bad or needs changed i just replace coolant tank hoses look good problem is when i start the car water pours out from underneath it has north star engine looking in front to the left straight back is where the leak comes from i can see exactly where but would that be a water pump issue
