1998 Cadillac Deville Rear of vehicle low at all times

I believe the base Deville(KD) is without road sensing suspension, the Concours I would say definately, and the D'elegance possibly. The module for this would be behind the rear seat back. If you entered diagnostics by pressing off and warmer on your climate panel, the RSS module would be one of the modules in the configuration of display. A couple of other ways to tell, there are two RSS fuses in the rear fuse block, and an RSS vehicle will have a height sensor for each rear wheel, as standard ALC has one sensor for the rear combined. There is an ALC fuse block, it does not show an illustration, just a text location: Automatic Level Control MaxiFuse® Block

After pulling the wheels off and not finding a rear position sensor I have to agree that this is most likely not a RSS model. I have noticed that the fuse panel at the rear of the back seat does have three slots for rss fuses but I think I may have put them there on a routine fuse check (after the shock problem of course). What is troubling me is that I can not find this ALC MaxiFuse block anywhere. As you can see I have opened up the back and the only thing I see is the relays, that larger aluminum box that I am assuming is the electronics bay and a smaller grey box pictured on the right. I do not know what this box is except that it does have a four wire connector going to it and it says >ABS+PC< on the back of it. Has some jumbo on it about it being in compliance with the FCC. I opened it up and it has a small circuit board in it but no obvious circuit breaker. Help I can not find this thing.

Should the air compressor to the shocks be running continuously?
