look down the throttle plates,,, with plates open engine off, there are 2 egr tubes that may be clogged up with carbon, the plates need cleaned, and the TPS needs set up, and an IDLE relearn, the gas petal is a normal condition, the ISC motor does this to raise the idle for starting and when the ac is on, it works off the TPS signal
