Bumper replacement?

The paint that is on it at this time needs sanded to remove all loose paint. As far as repainting it, it really matters how nice you want it to look. I don't see how a touch-up pen work. I would sand it, prime it (you could use spray cans for that) and then wet sand it using at least 600 grit paper. Once it is dry, you should use a spray gun designed for painting vehicles. As far as paint, you can use a base/clear coat or use a simple single-stage urethane. That would be the least expensive and quickest way to do it.

The picture looks like the cover has some serious adhesion problems. I would start by sanding back until all the failed paint is gone and you have a solid area to feather out. That will dictate the refinish method but a pen isn't going to work on an area that large. As it was a re-spray the color matching may be difficult without blending to hide it. Then use a compatible primer and topcoat, you won't want lacquer on that cover, it will flex a lot and lacquer doesn't handle that very well. I would see if you can get the color in a 2 part spray or do all the prep work and see what a shop would charge you to spot that in and compare that to the cost of the paint a spray gun and the rest.
