remember that the latches have to be fully latched before they will let u open the other way ,even though the door is shut they might not be adjusted properly or something might have broken or moved . also there is an adjustable rod on the passenger side bottom latch that connects to the top latch that has to be right to allow the bottom latch to operate for the gate to swing . good luck
