when wipers are turned on they move up and down a couple of inches ,as soon as i move tilt steering they work.HELP PLS

It sounds like you have a problem with a damaged wire in the steering column or a bad switch. If the car has an air bag, I recommend you have it checked by a trained tech. It's very easy to deploy the air bag.
