Front end shake

My 2000 Regal, 110K, front end shakes at low and moderate speed. It feels like it has a square tire but a rotation doesn't help. The steering wheel oscillates in time with the shake. Is this a symptom of shocks/struts, ball joints or something else.

start with the tires and rims check the rims to see if one is bent, have the balance checked. then have the front ball joints checked.
