1995 Buick Regal Engine Runs Hot on my Buick Regal but no c

Hello. I am new to this forum. I wonder if someone could help me. My Buick runs very hot in slow speed driving. ( 118,000 miles on it) I have to put the A/C on to get the 2nd cooling fan to run and bring the temp. down. I replaced the head gasket because I know it was leaking. As far as I know there are no coolant leaks. I was careful to use new bolts and tightend them to specs. I also noticed that after the job was done and the car was started it runs rough. Could the ignition timing be off, contributing to the engine running hot? The water pump is fairly new so I know that is not a problem. There is also a new coolant temperature sensor that was put in. I reused the serpentine belt. It looked in good shape. Should I have replaced it along with the tensioner? Could this be contributing to the problem? Thanks for your help.

I doubt the belt has anything to do with the problem. Have you tried flushing the radiator?
