i usually buy replacement straps and cut the old ones off with bolt cutters.

I HAVE REPLACEMENT STRAPS BUT IM WORKING WITH VERY LITTLE SPACE FOR BOLT CUTTERS. BOLTS ARE SECURE BY METAL TYPE CLIPS AND TURN WHEN I TRY TO REMOVE WITH RATCHET

can you get vice grips up in there so the nut doesnt turn? if youc an verify its just the nut turning you could tack weld a little bit so the nut doesnt turn.
