Right rear tail lights only work when using turn signal or brake. Fuse under IP changed x2. What else could cause this?

I had a similar issue with my 97'. It was both tail lights. Break lights and signals worked fine. It turned out to be the bulbs themselves. I reseated them and they were fine for awhile and then they went out again. I put two new bulbs in and I haven't had a problem in a year and a half now.
