1995 Buick Park Avenue Level/Heighth Control not working

The rear air struts are bottomed-out,the air compressor works,even when the car is sitting shut off in parking lot you can hear compressor come on for a few seconds but the rear end does not raise.This car is like the day it came off the Dealer's lot (excellent cond.)I'm pretty sure the e.c.relay works because the compressor runs,same w/the Heighth sensor connected to rear lower a-arm,air lines,wiring all in gd.cond.Are the rear strut seals bad or something w/the air compressor?I don't want to get "raped"at the Dealer and I'm a mechanic but I dont want to do the parts process of elimination thing,esp.all parts on car have only 067,600 miles on them.

In my experience, the shock's seal went bad, so no matter how much you pump in, it won't raise.
