I HAD THIS BUICK WORKED ON JUST LAST WEEK
WHEN I PICK UP MY CAR I TIRED TO OPEN THE
HOOD I PULLED THE HANDLE AND IT WOULD NOT
POP UP I NOTICE THE CABLE BEING LOSE.
IS THERE OF WAY I CAN GET THE HOOD UP BY
GETTING UNDER THE CAR FROM THE FRONT AND
TRYING TO REMOVE SOME THE HOOD LATCH
PARTS TO RELEASE THE LATCH

welcome to the forum, thanks for the donation, On some makes and models, if the cable is broke, I remove the grill, where possible. Then see if I can get a look at the latch mechanism, maybe you can grab the cable or mechanism with a pair of vice-grips. Sometimes I use a screwdriver to get them open.
If cable is not broken have an assistant push down on hood over latch see if it pops. if not may try and remove grill really a bad design but that's progress
