1992 Buick Park Avenue Brake pedal down

Brake pedal goes to floor when pushed but can be pumped several times to get car to stop. No leaks and brake fluid level is ok. Guessing it was the master cylinder took it to Goodyear and they replaced it with a rebuilt one. Still not correct so they put a second one on thinking the first was bad. Still not right after the second on. Seems unlikely to me that they would get 2 bad ones. Is there something being overlooked?

from the information you have provided, I can only guess the system is not bled completely.

He used a power bleeder and and used the pump the pedal method multiple times. I was wondering if there was some place in the ABS system that air could be trapped that needs a different bleeding method? Just guessing. I am assuming he checked the power booster. He said he has been doing this for over 20 years so I guess he knows how to bleed brakes.

I can only go by what you tell me.
Either there are some bad parts in the system somewhere, then the system isn't bled correctly.
