This can be a faulty brake booster, a basic test is to pump the brakes with the engine off, then holding down the pedal, start the engine, if the booster is working you should feel it suck down a little as the vacuum takes over, check this out.

When the brake booster go's, could it cause you to have to stop the car with the emergency brake? That's what I had to do. The pedal stayed high & hard with no braking.

This is sounding like a failed booster, did you try the test?
