for no apparent reason the wipers and washers come on and do not stop even the the reservior is emptied.
nothing shuts them off except stopping and restarting the car. everything is in the off position, they just come on!

It is possible that you have a sticking switch for the washers. That or maybe your circuit board in the motor is defective. Try disconnecting the wiper switch and see if the washers stop. if so the switch is defective.
