2000 Buick Lesabre Cooling fans on radiator

At what coolant / engine temperature should the radiator cooling fans come on? I have read some where it is about 225 degrees. This seems pretty hot to me. The fans work all the time when the A/C is turned on but I cannot get them to work when the A/C is turned off. Also what fuse / relay controls the fans when the A/C is off, the owners manual does not give this information?

225 - 250 Farenheit is the appropriate temp. The cooling fan relay(s) is the relay for the radiator fans. It should be labeled in your relay box.
