1988 Buick Lesabre Left rear tire

The left rear wheel is locked. It will not turn in forward or reverse and leaves a skid mark when you tried to drive. Is this a wheel bearing?

I doubt awheel bearing, they typically develop play not lock up. I would pull the wheel, back off on the adjuster and pull the drum. Sounds more like a stuck ebrake cable or something wrong with the brakes that are causing them to stick on. Broken hardware maybe. Need to get in there and see what is going on. post a pic if needbe once you are there.
